    摘要:

    在对中国节水灌溉产品质量现状进行评述基础上,指出节水灌溉产品存在的主要质量问题,分析了影响中国节水灌溉产品质量的主要成因,提出改善和提高节水灌溉产品质量的对策与建议。在国家和行业主管部门层面,应建立有效的节水灌溉产品质量监督机制,强化监督检测机构的职能,通过产品认证建立市场准入制度,健全和完善节水灌溉产品标准体系和质量监测与评价指标体系,使中国节水灌溉产品标准与检测水平尽快与国际接轨;在企业层面,应加大科技创新的力度,以技术进步促动产品质量的提高与改进,增强产品质量管理意识。

    Abstract:

    Based on reviewing status of the quality of China's efficient irrigation products, in this study, the existing problems and causes of the quality of China's efficient irrigation products were analyzed. Then some countermeasures and suggestions for improving product quality were put forward. At state and sector level, effective mechanisms should be established to supervise the quality of efficient irrigation products, the functions of supervision and test organizations should be strengthened, market-access system should be established and perfected through identification of products. The standard system, quality monitoring and assessment system of efficient irrigation products should be improved in order to make the standard and test level of efficient irrigation products approach the international level as soon as possible. At enterprise level, scientific innovation should be intensified. The management level should be improved and the awareness of product quality should be enhanced.
